By pooling the substitutes within the ISD/RESA/ESA and/or school district under one employer and one coordinated dispatching system, the efficiency of placement is increased as districts’ requests for placement do not overlap with multiple requests for dispatching after a sub has accepted a position.

Although school codes may vary, contract privileges do not apply to a substitute teacher who is contracted or employed by a person or an entity that contracts with a school district, or ISD/RESA/ESA. PESG does not control wage levels with the district. PESG will pay each specific substitute teacher based upon a range of rates provided to the ISD/RESA/ESA or District. Thus the district may pay that substitute teacher the pay level it desires. PESG passes on to the district the exact gross payroll the district initially reports on a pay-period basis plus our contractual fees. Each district needs to review its current teacher contract to assure there is no language present that includes the substitute teachers. Contracts vary from district to district. If a district’s substitutes automatically become a union member after 60 days, then PESG will not hire these specific substitutes until the sub has finalized the current long-term placement. At that point, the district can terminate the sub and PESG will employ him/her within the ISD/RESA/ESA pool.
